Apple announced that, beginning October 1, 2022, Apple SIM technology would no longer be available for activating new cellular data plans on iPad. https://support.apple.com/en-us/HT203089

If you have been using GigSky’s service on Apple SIM, you can only continue using our service if you’re topping up or repurchasing a plan for a location you have already visited. Apple’s announcement means that you cannot buy plans for new locations.

To continue to use GigSky’s service on iPad in new destinations, you will need to buy a new eSIM-capable cellular iPad or use the hotspot of an eSIM-capable smartphone.
